OVERVIEW
This assessment was undertaken against benchmarking indicators for Communities developed for GREEN GLOBE. The indicators have been carefully selected to improve environmental and social performance in key performance areas such as the reduction of energy use and the reduction of waste and potable water use. The indicators are practical and customised for each sector. As a standard policy, GREEN GLOBE will continuously improve its indicators over time, but any changes will be introduced with plenty of warning to assist customers.

The following indicators apply to annual benchmarking of Communities in the GREEN GLOBE
programme.

CONCLUSIONS and RECOMMENDATION

Congratulations! Nusa Dua Resort Area has passed the GREEN GLOBE requirements to become recognised as a GREEN GLOBE Community for the next 12 months.

In order to meet the annual benchmarking requirements of GREEN GLOBE and have the right to use the GREEN GLOBE 21 Benchmarked logo, all benchmarks should be at Baseline or better. There is an exception to this requirement.

If one or two indicators are at a level no more than 20% below baseline performance, then the community will be deemed to have passed the assessment only if there is clear evidence that the community has put in place measures such as investment and/or changes in procedures within 6 months of the benchmarking exercise. These measures must specifically rectify the performance of the indicator(s) to ensure that it is likely to meet the Above Baseline level within 24 months.

Nusa Dua Resort Area is required to take action in 2 indicator areas and provide evidence of this action by 1 April 2004. The indicators involved are:

Waterways Quality
Retention of this status in 12 months is dependent on suitable measures being initiated to improve the water quality performance figures. These measures could include: avoidance of ground water contaminants; better runoff control to ensure waste and litter is contained; and that all water treatment facilities which are discharging into waterways are providing adequate treatment.

Air Quality
For this assessment, the air quality indicator has been based upon the air quality data supplied by the Nusa Dua Resort Area and the international air quality parameters. Although the measured air quality was accepted as a suitable indicator for this benchmarking period, the specified GREEN GLOBE measures as listed below should used in subsequent years.

The Air Quality indicator as set out in the GREEN GLOBE 21 Sector Benchmarking Indicators for Communities version 3.1 (2002) defines the air quality parameters in terms of the environmental burden using three indicator pollutants (oxides of nitrogen, sulphur dioxide and particulates less than 10 micrometers). The environmental burden approach uses the estimated quantity of each pollutant generated per unit area of the community to assess the community’s contribution to the local level of air pollution.

To estimate the contribution to air pollution based on the environmental burden approach, the GREEN GLOBE 21 methodology requires that the estimates of the amounts of the indicator pollutants be calculated from the (1) fuel consumption, (2) agricultural practices and (3) industrial activity using appropriate emission factors for the different types of activity. This requires a breakdown of the energy consumption in the community into the different types of fuels used and the different types of vehicles or industry in which that fuel is used.
(1) fuel consumption
Information is required on the community’s vehicle fleet (types of cars, buses, motorbikes, etc) to produce accurate estimates from vehicle use.

(2) agricultural practices
Information is required on significant agricultural practices that would contribute to air quality,such as burning off crop residues etc.

(3) industrial activity
Industrial activity that would contribute to the three indicator pollutants must also be estimated, e.g. food processing factory.
