Introduction“ Custom Village “ or Pakraman Village in the unity of custom society which is picturing the unity of tradition law and manner of Hindu society in Kahyangan Tiga. The such village has some certain are and they also have their own treasure. So that’s why deserve to manage their own business house ( Perda Bali No. 6, in 1986). Base on the understanding of the expression above, it can be described that custom village has ……, 1) Parhyangan ( Kahyangan tiga Temple), describing about the religious spirit, 2) Pawongan, picturing out the personality and custom village human resource, 3) Palemahan, symbolizing the material or physical value of a custom village. In general, custom village plays its roles to take case, maintain, foster…….. and manage the system in custom village it self. In order to prevent the deviation to the custom, in such village also has a function to arrange the life of custom village’s people by following the concept of Tri Hita Karana covering Parhyangan (symbolizing the ceremony place for its people), Palemahan (picturing out the village area) and Pawongan (having a value of human life). Practically, the custom village plays its role to create the society purpose to achieve the “ Moksatham Jagadhita (Material Prosperity and Spiritual Happiness), which takes the action in supporting and mobilizing the village society actively in developing the government’s programs especially in Economy, Education, Technology, Tourism, Culture, Society and Religion and so on. Is a culture context, custom village is the expression of Bali as a miniature since the society develop parts of Balinese culture at the level of custom village. Custom Village’s Membership Krama Desa Family is the member of a custom village. In that case married couples automatically are the members of small custom organization (Banjar) in a village and custom village (tuwun madesa). There are some group classification of custom village in some rural areas, and they are people who were gorm in that place and those who were the new comer (krama desa and krama famili, krama nuwed and kram pandonan). Further more, the classification is based on the right and duty in a custom village (krama pengarep, krama pengele; krama pangayah and krama robar) or others basic classification. Among members of custom village have a very close and right relationship to each other, therefore, although they have settled up in another certain place for a long time, they still belong to one of the custom village’s members. Meanwhile, in their own new places, they are just administrative members. Awig-awig of custom villageIn arranging its various activities, the custom village has statutes and rules of association and Balinese it is awig-awig. Awig-awig of custom village is the expression of rules used as a base of society’s manner. Awig-awig leads and arranges the society is interacting with others, these fore, the unity and harmony can be achieve. Awig-awig is the reality of people’s life of Tri Hita Karana covering 4 main ideas; 1. Tata Sukerta Parhyangan ; the basic rules which lead people to live in spiritual life among other people, and their relationship to Ida Sanghyang Widhi (God) 2. Tata Sukerta Pawongan ; bring the people to have a horizontal relationship in a social life covering organizational structure of custom village. 3.
